We witnessed him parrying an attack from SSJ Goku. For him to be able to grab hold of and navigate Goku's muscles, ligaments and weight away from him connotes to his own counterbalancing strength being used. So at minimum, his strength seems comparable to SSJ Goku, while his reflexes allows him to dodge SSJ3 Goku easily.

If we go off his speed feats, then he stomps even SS3 Vegetto via-scaling. If taking it as just being some kind of UI-esque reaction much like with Roshi, then Vegetto probably wins given how Merus seems to always rely on his laser gun of all things.

Well, even if it's just a UI kinda thing, it's still something that can be employed by him and then counts as his own merit. It's not because that such reaction speed isn't totally reflective on battle power that his feats are to be diminished or ignored. Roshi also defeated Kasheral who read his BP as insignificant to the performance he was putting, so Roshi is > Kasheral despite being inferior battle power wise much the same way Merus might not be all that BP wise but performance-wise, effectivity-wise he's relevant to Goku's strongest states, which is what matters.

Roshi was fighting in a tournament setting where ringouts were viable, so not exactly a strength Merus can use in an all-out battle unless he's able to wear his opponent down.
