How was Metallic able to attack Goku after his head were blown off? 19/20 had their sensors located in their heads..

Did Metallic have more advanced sensors somehow?

It's probably due their purpose. Metallic was only a security android with no reason to excel at anything beyond combat, whereas #19 required enough intelligence and skill to transport Gero's brain into his new body that would require more priority to be placed on powerful artificial brain functions (and it goes without saying why Gero couldn't function without his brain commanding his body).

Metallic probably wasn’t made by Gero. Didn’t the anime say that other guy made him? Or was that about #8?

The anime only comments on Dr. Frappe making #8, with no sources really commenting on which of the two made Metallic (if either). It's more likely Gero made him though when considering robotics was his speciality in the army and Frappe's role was treat as more of a one-time partnership, with it being unlikely Metallic was created in Jingle Village when White and Murasaki comment on it being around a year since his battery was changed.
