It all depends on whether or not you have Zarbon higher or lower than his Daizenshuu reading, since by Saiyan Arc multipliers, unweighted Piccolo should be at 22.5k. I'd personally place Zarbon lower than that, so Piccolo wins. However, you could argue for his 23k placement if going by the theory his Yuuki was depleted when he fought Vegeta.
