I have three theories...
1. Piccolo is stronger than them but Meta Cooler got stronger after producing multiple bodies.
2. Piccolo is stronger but Cooler sent many bodies against him during the unseen part of their fight.
3. SSJs just trained and surpassed him after Androids Saga.
