Blade's Small Building level, whilst Cap's Wall level and both have similar enough speed, so under most scenarios, Blade stomps. That's only if Cap only uses his shield for defence though and doesn't throw or bash Blade with it to land a clean hit, since damaging Ultron with it >>> whatever Blade can dish out.
