Even considering Luffy is susceptible to cutting damage, he should still be able to take it. It seems OP characters find it far easier to damage steel objects with blunt force rather than cutting them if powerful enough, and overcoming steel durability should be little problem for Luffy if using Gomu Gomu no Storm.
