Mutaito, young Roshi, Tsuru

Can someone lay this out for me? I've never had a grasp on this topic.

Where do we place these 3 and why?

All stronger than 22nd-TB Goku given the fact that Roshi uses the fact that they were powerless against Piccolo to embellish how Goku didn't have a chance either. Not sure I worded that weird, but put more simply: "Goku doesn't have a chance! Even my younger self and even my master Mutaito were powerless!"

I think Master-Mutaito for sure can be higher than 22nd Tenkaichi-Budokai Goku.

I used to think Master-Roshi, and Tsuru-sennin were, too for sure, I think but looking back they only need to be higher than they were at the tournament. Since there was not nearly as much emphasis on them, even-though they can also be higher.

I'm not too sure about them being higher than 22nd Goku. It makes sense, but then you think about Goku stating that his 22nd self would defeat Tambourine and even after the power-up Goku receives post Tambourine he still fails to one-shot him despite being pissed.
