At first, they were like WTF seeing Goku against Chappa. That implies:
Yamcha/Krillin<<Goku (Chappa suppression)

Then, Goku says he didn't put nearly everything he had in the fight, yet, when Krillin is about to fight him, he
believes he has a chance:
Goku (Chappa suppression)<<Goku (expected max)~Krillin

Beating someone with that kind of reputation with ease and at the same time not even using full power is where the surprise comes from. Not self comparison.

Krillin was most likely banking on Goku's tail weakness to take him down. Krillin however knew that he was still a fair amount stronger than Chappa and would be able to at least hold out long enough to grab his tail at least once.

Except. Yamcha, Krillin and Roshi all expected Goku to have his hands full even before they found out Goku was holding back. It wasn't just reputation they saw his movements from his fight with Goku and previous preliminary matches. Panput was also a professional boxing champion and no one thought he was anything special.

Yamcha even said he didn't think anyone could defeat Chappa easily. Not he couldn't think anyone could defeat Chappa that easily while holding back.

And to be fair they didnt exactly know how strong they were in comparison to others since this is still the point in time where they cannot sense Ki.

No one was exactly thinking lowly of pamput just not at the same ranking as Chappa who has feats even greater than just winning the tourny but im pretty sure it was also with close to no hits?

Krillin and Yamcha were stated to be around the same level, so whatever applies to Yamcha is safe to say applies to Krillin as well. I already said they can tell how strong a fighter is by looking at their movements.

In comparison, yes they were thinking lowly of Panput. Roshi said he was a master, only from an ordinary human perspective. Goku and Krillin by their initial apperences were already pushing the human boundary and by the 21st they were comfortably in super-human territory. Chappa however is apparently a threat to a Goku they knew had to have gotten stronger since Baba.

I think its because people dont understand that "shock" is used really generously in the DB series
