My new verdict is that the buffed form Cell used against Gohan
barely increased his power, if at all. The reason is...
I think buffed/grade forms are like kaioken and become less
effective as PLs increase. Therefore, when Perfect Cell was
revved at full power, he needed to buff his muscles so much
more than he had against Trunks to get a visible power boost,
that's why his body's proportions became awkward.
