My problem when making tier lists

So, I'm not sure if this happens to anyone else, but when making tier lists, I always have trouble separating tiers/characters. For example, let's take Fat Boo, SS3 Goku, and SS Gotenks.

I do think Fat Boo and Goku are in the same tier, I do think Goku and Gotenks are in the same tier, but I don't think Boo and Gotenks are in the same tier. Do you see the problem? Where would I separate the characters into different tiers? Or do I just put them all in one? :|

That's a problem I had, too. I remember early DragonBall Z with the Saiyan to Namek Saga that happened a lot.

I think, maybe just draw a line in how the show portrays both characters, and treats them. If Majin-Boo gets treated like a joke once Super-Boo shows-up that obviously means neither can be in the same tier, so try to draw the line from there maybe.

Like Bardock and Vegeta (Saiyan-Saga) can't be in the same tier (in my opinion), because Vegeta thinks nothing of someone at Bardock's level of power.

I'd put them all on the same tier, just with buu at the bottom and gotenks at the top.

Number them in the same tier as 1. 2. 3. Weaker as you go down.

I'd just make broader tiers, so even if Fat Boo isn't close to SS Gotenks, they're still both nowhere near SS3 Gotenks/Super Boo.

I think they can all fit in one tier as long as you're only using SSJ1 Gotenks.
