My issue here is how strong is Initial Raditz and then Powered Up Raditz. And how confident is Goku in finishing those versions of Raditz with his Kamehameha?

Kamehameha cannot be too superior to Initial Raditz because Goku has very low expectations of pulling off a victory here. Powered Up Raditz shows some real fear dealing with the Kamehameha, so it should be rivaling him. FP Raditz stops it dead in it's tracks.

You forgot that Raditz also said he'll slowly increase the power of his attacks. That means Goku took a stronger version of Raditz than Initial Raditz into consideration when he fired the KHH.

You mean he took a stronger version of Powered Up Raditz into account, right?

I know Raditz said that but I don’t think he actually showcased increased ability. He could have though.

Nowhere, but Goku expected him to have more difficulty with the blast, so he didn't expect him to power up as much as he did when he stopped the blast.
