Nappa confirmed to power up?

When Nappa calms himself down, Goku says the following in Viz, "Ah, that's it. This is what I wanted" - directly after Nappa says he'll show Goku his true capabilities. Without having fought yet, how could Goku tell that Nappa had improved unless his ki went way up?

As AT has said, ki is three components. Nappa was missing one component: yuuki.

Goku- 8000
Nappa (minus yuuki)- 5000
Nappa (focused)- 7500

Yeah, the other Z-fighters were also like "oh shit" when Nappa was charging up his Chi, what doesn't make sense if he weren't increasing his powers. After fighting him a little, Goku stated that Nappa was a lot better. I know Vegeta's speech in the Freeza saga implies the Saiyans couldn't do it, but that was what was definitely implied in the Saiyan saga.

There is a difference between Surfacing Ki and Modifying Battlepower...
-Surfacing Ki: All ki users can do it. It's deciding what amount of your ki you will use in battle.
-Modifying battlepower: Tricking scouters into a fake power level.

In other words, Vegeta and Nappa could surface whatever percentage of their ki they opted, but the scouter would always pick their
max numbers (7.500 and 18.000) because they couldn't mask their battle powers.

Seeing how he followed Goku's speed, when before he was completely left in the dust by it, I think it's safe to say he powered up.
