If you just ignore the last part of his fight with Goku I could buy into the 4,000 number.

But the last part of Nappa vs. Goku shows them to be pretty closely matched.

Nappa tanked a graze from the KHH, so Gohan's Masenko attack doesn't mean it was up against full-power Nappa.

Nappa is a warrior and knows how to hold back his own power, he doesn't want to tire out quickly. I haven't read the manga in a while, but didn't Gohan or someone else tell the Saiyans that Goku would come and defeat them? Nappa would tactically hold back just in case, and even if they didn't know about Goku he would still hold back because why waste his full power on plebians?

I think 4,000 is too low for Goku and Vegeta to think he can tangle with Goku forever. I say 7,000 is neat because Goku still deflected his blast like nothing.
