Nearing 8,000. It really depends on where you have Goku in the first place who was stated to be above 8,000. Nappa,once he calmed his head was able to fight on par with Goku and the latter even states that the fight between them could take forever.

He freaked out that Goku's PL is 8000. Vegeta told him if he focused the fight, he'll win and even Goku supportes it that if he don't use kaioken the fight will take him forever which proved that he can't win at 8000 power level.Dagon said:

5,000 was a concern. But I don't remember him actually acting terrified or freaking out over it.Dagon said:
When Vegeta reads it as over 8,000 he acts more nervous, and even then Vegeta tells him that he can win if he clears his head.
Goku later supports this when he mentions that it would take forever fighting him. Granted he had the advantage, and was able to no sell Nappa's ultimate attack with a quick Kamehameha, but after Nappa calmed down neither seemed to have a huge advantage. He also did not know that Nappa put a lot into that blast, and was assuming he could easily do it again. So there is some gap between them, but nothing massive.
If Goku was just a hair over 8,000 then I'd wager that Nappa would clock in at no less than 7,000. Possibly as high as 7,500.
