It'd be a good competition between Goku from Beginning of DragonBall to Freeza Saga and Luffy, but everything after. Especially DragonBall Super ruined him, so Luffy by a long shot. Especially since unlike Goku you know he isn't just some fighting maniac and actually cares for his friends.

I had a second thought of not including Super Goku but that would be unfair since we have to cover everything about them IMO.

Part 1 Naruto > Kid Goku > Adult Goku (23rd TB to Freeza Arc) >> Adult Galu (Cell and Boo Arcs) > Luffy > Super/GT Galu ~ Part 2 Naruto
Naruto in Part 1 had the most justification for his ambitions, thereby making him a more investing lead than the others. Kid Goku's naivete due to him not being used to modern civilisation made him far more endearing than Luffy being an idiot for no reason. The idiocy of Galu after the Freeza Arc and Naruto's obsession with Sausageke in Part 2 speak for themselves.
