This is an attempt to see what would happen if power levels had been at all consistent with their scaling over the different arcs, rather than something that was only there for Rule of Cool and that Toriyama didn’t care enough about to make sure they made sense. The only official levels used are Goku and Piccolo’s powers at the start of Z. A 20% advantage is enough to curbstomp.

Multipliers have been toned down. In a system where such a low percentage is enough to stomp somebody, there’s no reason for such high multipliers. This might be controversial, but I still feel it represents the series well. It’s far from the craziest theory I’ve seen before.

RADITZ FIGHT

Piccolo: 322 (weighted), 408 (full power)
Goku: 334 (weighted), 416 (full power)

Krillin: 295 (put up a fight against weighted Piccolo last tournament, Piccolo’s gotten a little stronger since then)
Tenshinhan: 325 (beat weighted Goku last tournament, Goku’s gotten a little stronger)
Yamcha: 250 (stronger than Chiaotzu but way weaker than anyone else)
Chiaotzu: 210 (couldn’t stop Cyborg Tao, and Tenshinhan beat Tao’s strongest attack by shouting at it)
Kami: 375 (weaker than Chiaotzu and Piccolo, but not by much, and since the humans are training with him he’s probably still stronger)
Gohan: 1

Raditz: 500 (strong enough to curbstomp Goku and Piccolo, but he had some trouble stopping the Kamehameha so he can’t be too much stronger; his advantage is pretty overrated to be honest.)
Angry Gohan: 575 (sent Raditz reeling with one blow)
Makankosappos: 600/640 (Raditz admitted the first one was strong enough to kill him and the second one was even stronger)

VEGETA FIGHT
Chiaotzu: 400 (he apparently surpassed Kami but even self-destructing can’t put a dent in Nappa)
Yamcha: 525 (had an advantage over a Saibaman but not a huge one)
Krillin: 540 (stronger than Yamcha, but probably not stronger than Tenshinhan)
Tenshinhan: 550 (One-shot a Saibaman that was holding back)
Gohan: 530 (IIRC Krillin said Gohan was almost as strong as him)
Piccolo: 600 (one-shot a Saibaman)
Angry Gohan: 575 (Nappa felt his Masenko, official PLs have him stronger than anyone but Piccolo)
Goku: 800 (suppressed Nappa couldn’t see him move, massively above everyone else except Vegeta)
Kaio-Ken Goku: 890/960/1,070/1,150 (like I said, decreased multipliers)
Angry Gohan (second time): 750 (kept up with a severely weakened Vegeta)

Saibaman: 500 (as strong as Raditz)
Nappa (Suppressed): 675 (Had a significant advantage over Piccolo, untouchable by everyone else)
Nappa: 740 (Put up a fight against base Goku but got one-shot by the Kaio-Ken)
Vegeta (Suppressed): 900 (completely outclassed base Goku and could keep up with Kaio-Ken Goku)
Vegeta: 1,025 (stronger than Kaio-Ken x2 Goku but weaker than x3)
Oozaru Vegeta: 1,550 (even weakened, he’s insanely strong)

NAMEK SAGA
Goku: 1,000 (most people really underestimate his Zenkai; he got hurt almost as bad as Vegeta so he should get the same boost. I’d peg his absolute max Kaio-Ken at a little over 1,500)
Krillin: 540 (same as last arc)
Gohan: 530 (same as last arc)
Cui: 1,025 (as strong as Vegeta in the last arc)
Z1 (Zenkai 1) Vegeta: 1,350 (curbstomped people stronger than his old self)
Warrior Namekians: 575 (official PLs have them slightly below Piccolo from the last arc)
Dodoria: 1,120 (strong enough to smack Vegeta from the last arc around)
Zarbon: 1,160 (did slightly better against Vegeta than Dodoria did even in his base)
Monstrous Zarbon: 1,475 (beat the crap out of Z1 Vegeta)
Krillin (Potential Unlocked): 900 (official PLs have him around Kaio-Ken Goku from the last arc)
Z2 Vegeta: 1,650 (beat Zarbon but couldn’t curbstomp him)
Gohan (Potential Unlocked): 1,025 (he’s probably a lot stronger than Krillin because he has more potential, but he couldn’t fight Vegeta or the
Ginyus)

GINYU FORCE FIGHT
Guldo: Who knows/1,835 (his physical power is meaningless, but his psychic power has to be as strong as the other Ginyus, or he wouldn’t be on the team.)
Recoome: 1,835 (Beat the crap out of Vegeta)
Jeice: 1,835 (Same as Recoome)
Burter: 1,650 (power), 2,000 (speed) (claims he’s faster than the other Ginyus, but he has the same ki so his raw power must be lower)
Goku: 2,250 (roflstomped Burter and Jeice at the same time)
Ginyu: 2,400 (too strong for Goku to beat without the Kaio-Ken, but weaker than the Kaio-Ken)
Kaio-Ken Goku: 2,700/4,125 (the first level is the x2 he used against Ginyu, the second is his maximum Kaio-Ken)
Nail: 1,835 (just as strong as the Ginyu Force)
Piccolo: 2,500 (even weighted Nail was very impressed with his power)

FRIEZA FIGHT
Krillin (Fully Unlocked): 2,860 (everyone thought he could be at least slightly useful against Frieza, so clearly the unlock is a gift that keeps on giving)
Gohan (Fully Unlocked): 3,000 (not as strong as Vegeta but stronger than Krillin)
Z3 Vegeta: 3,250 (almost as strong as first form Frieza)
F1 (form 1) Frieza: 3,435 (two curbstomps above Ginyu)
F2 Frieza (initial): 3,900 (just enough power to curbstomp Vegeta)
Angry Gohan: 4,000 (seemed to be around as strong as initial Frieza, maybe a little stronger)
F2 Frieza (powered up): 4,340 (much stronger than Gohan)
Weighted Piccolo (Fused): 4,600 (stated to be stronger than Frieza at the start of their fight, but by the end Frieza was winning)
F2 Frieza (full power): 4,950 (see above)
Piccolo (Fused): 5,830 (I know this is higher than most people would put him, but A. this is just the normal weighted clothing multiplier and B. unweighted Piccolo never fought second form Frieza in the manga, so he could definitely be at this level.)
F3 Frieza: 7,125 (beat Piccolo without even trying, same multiplier as F1 to F2)
Gohan (Zenkai): 4,250 (his enraged state went from being way below second form Frieza to having a small effect against third form Frieza, so his Zenkai must have been very powerful)
Angry Gohan (Zenkai): 6,200 (forced Frieza down for a brief moment, which is better than Piccolo did)
Z4 Vegeta: 8,500 (thought he could beat Frieza so he must have been a lot stronger than the third form, but he was nothing compared to the fourth)
F4 Frieza (Initial): 10,250 (same multiplier as the other forms)
Goku: 10,250 (just as strong as initial F4 Frieza)
50% Frieza: 25,525 (stopped Kaio-Ken x20 Goku’s strongest Kamehameha with one hand and was only a little hurt, so no matter what official power levels say he’s a lot stronger than him)
Kaio-Ken Goku: 18,785/22,540 (first level is x10, second is x20)
SSJ Goku: 30,750 (Frieza mostly lost because he didn’t have any stamina, not because of a huge power difference. This list’s SSJ multiplier is x3)
100% Frieza: 30,630 (based on 50% Frieza)

The PL system had it's logic behind, and except for some questionable decisions (like the zenkays being wild cards to increase someone's PL as much as the plot required) they were a great way to establish how strong a character was, how weakened he could be and play with those concepts to make really great and original fights.

There are so many inconsistencies between arcs, though.

Raditz said Piccolo's 1,330 Makankosappo would've killed him if it hit, but Yamcha's power was over 1,400 and he sure wasn't insta-killing his Saibaman.

Vegeta at 24k one-shot Cui at 18k, but Kaio-Ken x3 Goku at 24k just smacked Vegeta around at 18k.

50% Frieza blocked the Kaio-Ken x20 Kamehameha with one hand even though they were supposedly equal.

Piccolo's Makankosappo was a piercing technique like the kienzan, but Gohan's headbutt at 1307 is a good example of what you say. That being said, Yamcha got too confident and he probably reserved a bit since he had plans to kill all the saibamen himself. Like Raditz when he fought Piccolo and Goku, he wasn't fighting at maximum strength.

Then Vegeta and Goku. When Goku uses the KKx3 he had already lost a bit of energy fighting against both Vegeta and Nappa. Furthermore, the KKx3 was a technique that punished Goku's body a lot, so like when a character receives a strong hit and can't move during a few seconds because of the pain, it's very possible that Goku's effectivity was also reduced by using a level of KK that punished him so much.

The same happens with 50% Freezer, but this time the difference is even bigger. It's true that Goku would've been at the same level of 50% Freezer if he activated the KKx20 at the very beginning of the fight (he had the KKx20 more mastered than the KKx3 back in the earth judging how it affected him), but when he activated it he had already lost a considerable amount of energy fighting (and loosing) to Freezer. That's why Freezer managed to stop the KameHame with one hand.

That being said you're right when you say that there are inconsistencies. The zenkay power was a wildcard used to put the saiyans to the level the plot required (Vegeta went from 18.000 to 24.000, then above 30.000 and then... to 200.000 or 300.000? And with the next zenkay he surpassed the 1.000.000 by far. And the same for Goku, he reached 90.000 after 6 zenkays and the next zenkay he has he reaches 300.000 as well), but the fights themselves were pretty consistent when it came to portraying the power of each character.
