It may be somewhat debatable in scenario 1 since a chimera admitted Netero wouldn't even get past a Royal Guard when sensing his nen, but Hisoka gets murdered against the 100-hands or whatever it's called technique.

Neteros stats are higher in the guidebooks and he has far more experience. Most Hisoka could do is wear him out.
