With this match, is Si Xing Long allowed to use the technique that almost killed Super Yi Xing Long, or is that banned? If he's allowed it, he oneshots through it. If not, Super #17 wins, though he'd have some difficulty due to Si being faster than him.

Oops!!! I guess he was comparing Nouva to the other dragons not the previous villains lol.

That was mainly in reference to the other Evil Dragons, rather than all their foes. If the latter were so, Base Goku wouldn't have been able to perform as well as he did against Si, not to mention the lack of likelihood in SS4 Goku being far stronger, if any, between the two arcs.
