Reason : Shiki was Roger's rival and had to be teamed up by Prime Garp and Sengoku in order to be defeated. After the fight, Garp couldn't even move himself, at least according to the anime version. I don't remember if there's something putting Sengoku above or below Garp though, but by the way Garp was referred to at the time ("the Hero of the Marines"), I'd put him ahead. If there's something concrete, please add it. Shiki should still be a bit below Whitebeard, since after Roger's death, the title of "the strongest" went up to WB. Correct me if I'm wrong.

I think that's fair. I also agree with Garp > Sengoku.

I disagree with Shiki being in the top tier. I would put him in the lower tier. I have Rayleigh higher than him for sure.

Shiki just casually walked into Prime WB's ship on his own, I think that alone makes him top tier.

I just think he'd get rekt by either of them 1v1. I can see Garp walking onto Roger's ship too.

Going by memory wasn't it said Roger and squad were lucky to get out of the confrontation with Shiki because of the storm? I thought it was implied they would lose, not saying Shiki > Roger obv. But I think it's implied they are rather close.

It's said Shiki is Roger's rival iirc, so I'd put him above Prime Rayleigh for sure. Garp also had to team up with Sengoku in order to beat Shiki and them both were pretty fucked after the fight, meaning Shiki > Garp or Sengoku individually.

I'm having problems adding more characters. I don't have a clue how strong Dragon, Mihawk, Shanks are. Also, Prime Garp >> Current Akainu? Does it sound fair?

Prime Garp should be higher than current Akainu. Next tier, imo. You can change it how you see fit.
