As for as the statement itself. "To think that merging with the Potara would be this incredible...!!" Firstly, yes, the Potara is incredible. But keep in mind the context of the statement: "H-he's strong!!! Majin Boo there is helpless!!!" He is amazed that a Potara fusion is able to result in someone who can destroy Boo. Except that it doesn't, because the strength of the fusees is still relevant, as Old Kai points out. This doesn't suddenly make that the MAIN reason or the ONLY reason, but still a pretty big reason. Kibitoshin is called an idiot because all he has to do is look at himself, a Potara fusion in his own right, to see that, no, Potara fusions aren't always that incredible. This does not mean that Potara isn't incredible in its own right, and Kibitoshin is still orders of magnitude stronger than Kaioshin or Kibito (far more so than he would've been had those two fused via the dance). But if you give the greatest chef in the world shitty ingredients, he won't be able to make the best dish in the world with said ingredients. The result may be far better than what an inferior chef may do with the same ingredients, but that goes without saying, much like how Potara >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> Dance goes without saying.

Old Kai's statement doesn't undermine all that he said before; the scenes complement one another. Potara is amazing; if you feed it two of the strongest fighters ever, then the result will be truly incredible. Far better than using two shitty fighters for Potara, or two strong fighters for the inferior dance.

The Goku being faster than Ginyu is inconsistent no matter how you look at it, considering Ginyu wasn't even powered up at that point, meaning his battle power in Goku's body should be at that time considerably below 23,000. Butta's reply to Jheese taunting him about Goku's speed being higher than his was "don't fool around, look at his battle power... it's merely at 5,000", meaning a speed demonstration of that level was impossible with a battle power of 5k. I think the "Ginyu being faster in Goku's body" can be explained in out of universe by AT having yet to reveal how weak Ginyu was in Son Goku's body, and therefore still giving clues (like this) that he was hella strong.

Besides, Gohan and Kuririn could react pretty well to Ginyu-Goku's battle speed, meaning either their speed are also way higher than Ginyu's or that comment was just fucked up. We also do have other situations like Trunks SSJG3 dodging Perfect Cell's kick, despite his overall speed being most likely lower than even his SSJ form, and the explanation (althougn not in universe) is basically the same: AT had yet to show how shitty the grade 3 speed was, therefore not making a case of showing this until Goku pretty much explained its weakness in the RoSaT.

Anyway, this is about Gogeta, guys.
