Bora had a very impressive physical feat of being able to fling Goku and Yajirobe far up Karin's tower to the extent they broke through several clouds, seemingly reaching even greater heights than Namu's leap despite his body weight being less than their total. Blue's Large Building level durability feats such as surviving the Pirate Cave's collapse or surviving his plane crashing into a mountain would show Goku as having gotten a significant boost from his Muscle Tower battles if he in turn can injured someone of such durability rather than Blue simply being on the level of 21st TB top tiers, not to mention Goku beating him up being a sign to Kuririn that he'd indeed gotten stronger. Goku may not have used his full effort against Metallic, though it probably wouldn't have been much less when considering the Daizenshuu implies Metallic was somewhat close in power to him. The Pirate Robot had good durability, but not to an astounding extent when Goku didn't need incredible effort to dispatch him and its arguable if he had the power to back this up. Finally, Buyon only has his durability going for him as he only faced off against a Goku not at his full strength.

[mention]Captain Cadaver[/mention] I think Blue's performance against Krillin says otherwise. 21st Roshi who was holding back against Krillin managed to put him to sleep with one attack. If Blue was truly stronger than the 21st top tiers, I can't see Krillin managing to knock him over and draw blood with a kick. And enraged or not, Blue still decided to use telekinesis to finish off Krillin, which shouldn't be necessary if he was that strong imo.

Goku's performance against Blue could still warrant Krillin's comment if Blue is in the range of the 21st top tiers. Goku wasn't able to dispose of Namu or Roshi as he did against Blue, so that alone should say that he had powered up.

It's worth noting that both fighters have far different personalities though. Blue seemed to enjoy toying with Kuririn and Kuririn's kick seemed to be with him underestimating him. Blue resorting to his telekinesis from that seemed purely to do with his egotistical personality in wanting to make Kuririn feel his full wrath after damaging his "beautiful face." It clearly wasn't necessary when Blue had been dominating Kuririn for the entirety of the match.

Whilst that's a possibility, it's also worth noting the power of Blue's telekinesis in being able to freeze Goku, Kuririn and Roshi all at once, with Roshi even being impressed by his capabilities. Using Chaozu's psychic abilities as a benchmark for this, it doesn't seem as though he's capable of freezing two people stronger than himself at once, and Chaozu's probably a more comparable benchmark than Gurd or Shin due to the former's better Ki control and alien physiology and the latter's obvious divinity.

I can't really refute that as a possibility. On a more interesting note, here is the Daizenshuu incorrectly stating the extent of Blue's powers.
