How strong would be Katatz's son right before spliting? We have some clues for this. Firstly, Kami did say he was a simple, brilliant fighter back then, right before spliting:
Chapter 164. P.8
Context: Kami-sama talking about himself before spliting
Kami-sama: "Piccolo and I were one. A single, brilliant martial artist."
Then later, we learn from Saichoro that Kamiccolo's power diminished in two after the split:
Chapter: 265 (DBZ 71), P3.4-5
Context: the Great Elder reads Kuririn’s mind and learns of God and Piccolo.
Great Elder: “Hmf! He split in two, long ago…after evil entered into him! How foolish… He diminished by half the genius power with which he was gifted at birth! If he had come back together as one, he might not have had to die…”
If his powers diminished by half, then we should logically have Kami = Piccolo ---> Kamiccolo = Kami/Piccolo x2. Piccolo implied that if he regained his youth then he'd possess again the power he once had, right before being trapped into the jug... but as we saw, that power was obviously inferior to Kami-sama, so is it fair to assume Kami-sama trained and surpassed the power he had right after the split, as well as Piccolo Daimao's power? If so, the original Kamiccolo's power would be 2x that of Piccolo Daimao young, which would give him at most Piccolo Juniors' power (going by the Scouter Numbers) or Popo's power (not going by the scouters)...
Original Kamiccolo 400
Piccolo Daimao (right after the split) 200
Kami-sama (right after the split) 200
Piccolo Daimao (young again) 200
Kami-sama (old) WAY more than 200
isn't there something wrong? Maybe we can assume that:
---> Kami-sama and Piccolo Daimao didn't quite receive half of Kamiccolo's power each, and Saichoro just used a figure of speech;
---> Kami-sama and Piccolo Daimao were WAY stronger after the split [than they were at Piccolo's saga] and both lost power while getting old, with Piccolo losing more due to being completely rusty from getting stucked so long in that jug, while Kami-sama still used to do some daily exercises.
The 2nd option seems a fair one and would put Original Kamiccolo higher, but that'd put the Piccolo Daimao who fought Mutaito at a way higher level than the one who fought Goku, whereas Piccolo implied he'd recover the power lost once he recovers his youth.
Toughts?
