There are strong abilities in the DBVerse, but some certainly stood out in the story for how unfair they are.

Which abilities are the best ones in the franchise ?

First thing that comes to mind for me would be Buu's candy beam.

Nothing else in particular is really that over powered.

Oh the carrot thing, yeah that'd be pretty dangerous on a decent character.

Because candy beam actually does something, Hakai is basically just a faster way of doing something a strong enough ki attack could do anyway. And has Hakai actually ever been used on someone stronger or even as strong as the person using it?

Except that the Hakai is an instant kill on pretty much anyone. The only confirmed reasons some people survived a Hakai:

* The user was holding back, either by not using the full power of the attack (Sidra) or by making the Hakai non-lethal (Toppo).
* The opponent is immortal (Zamasu).

Oh, and once you're Hakai'd, you can't ever come back from it.

And has Hakai actually ever been used on someone stronger or even as strong as the person using it?

Goku on Merged Zamasu in the manga. It has also been implied that Toppo could have destroyed Vegeta if it wasn't for the tournament's rules.

All hax in Dragon Ball can be overpowered and rendered irrelevant with brute force. Which means the most overpowered ability is punch good.

There's a whole cavalcade of them, so I'll just list a few of the main ones.

- Monster Carrot's Touch - If in the hand of a strong/fast character, they'd be God tier with this. Trying to defeat someone without them touching you is a lot more difficult than avoiding a linear, ranged attack like Boo's beam.
- Dende's Healing - Doesn't seem to have any limit to how much it can restore, essentially making him a walking, infinite Senzu bean.
- DBS Mafuba - Can be spammed pretty well by those with high stamina and is the only way to deal with immortals other than whatever sealing technique Hakaishin can use.
- Baby's possession/mind control - Only needs a slight graze to possess you and unlike Babidi's mind control, top tier mental fortitude isn't enough, not to mention planting eggs inside his host to make them his slave long after he's left their body.
- Boo's absorption - Can be spammed pretty effectively if necessary and unless you have a barrier, you're done if you're hit.
- Hakai - Erasure from all forms of existence and has yet to show a limit to how powerful a foe it can be used on.
- Merged Zamasu's Infinite Clones - Title says it all. Unless you're Zen-Oh, you're done.
- Kienzan - Manga-wise at least, it can seemingly cut anything.
- Top tier regeneration - Anything beyond a large radius attack, Mafuba or Hakai makes you pretty much invincible due to infinite stamina.
- Candy/Chocolate Beam - As long as you get your opponent somewhere they can't dodge it, you win, unless they're so much stronger they become the Universe's strongest candy ball.

Kienzan, Buu's regeneration. Thank god the candy beam got merged by Vegetto.
