The Pacifista from One Piece...who wins?

Tenshinhan's only hope I think is the Kikoho, and seeing how he needs to suppress it so that he doesn't kill himself, I think the Pacifista will win easily.

Lucci would be capable of tanking the Kikoho, let alone a Pacifista. If including his Piccolo Daimao Arc self, he could win with the Mafuba, but that's far too much of a variable. 23rd TB Tenshinhan oneshots though.

What's your gap between 22nd and 23rd Budokai Tenshinhan? Would 23rd Budokai Tenshinhan be capable of taking post time skip Zoro?

Currently, Base Zoro is City level, though via scaling, Asura Zoro is probably on Law's level, who's Large City level. Tenshinhan's only taking him if speed's equalised, since the speed difference is enough for even pre-timeskip Zoro to casually blitz Ten and dodge anything he can dish out.

I really don't see why speed and power are so disproportionate in your comparisons between Dragon Ball vs One Piece.

Because they simply are. Plenty of pre-timeskip mid tiers are Lightning timers via scaling from Kalifa, whereas no DB character have speed feats of that level until DBZ.

So I'd say it's impossible comparing Dragon Ball with One Piece by feats.
