Snoke's Force feat of effortlessly tooling Ma-Rey Sue is more arguably more impressive than what we've seen Palpatine do in canon. Since he's featless with a Lightsaber, however, Palpatine stomps in Round 1 and wins with high-diff in Round 2.

Round 3 is an effortless stomp in Palpatine's favour, since he gradually weakened the Republic whilst playing both sides in order to bring a rise to the Empire. Snoke just picked up a tattered organisation that'd lost the stability of it's leader.

So yeah, Palpatine's gonna show Snoke UNLIMITED POWER!

By feats alone, Palpatine stomps. Snoke isn't that impressive at all. By statements, Snoke is apparently stronger than both Palpatine and Vader but I doubt it.
