Probably Part 1 Naruto. Worst arc of Original DB was the 23rd Tenkaichi Budokai and pretty bad as a whole due to not having much personal identity to justify its story of a battle to decide the fate of the world being told through a tournament, plus it had some pretty dumb moments such as Goku thinking they could bring Kami back with the Dragon Balls, Taopaipai's return being contrived and pointless as well as Kami's decisions being all over the place.

The Sasuke Retrieval Arc was far worse than that due to the Genin all being too plot armoured despite most of them not doing much after this arc, their power ups being asspulls and Naruto's character becoming entirely reactionary from thereon, though the other Part 1 Naruto arcs were all still better than the 23rd TB.

I think Tao's return helped for some closure for Tenshinhan and this time he was the one who shut the door on his past. Master Roshi was the one who blasted Tsuru-sen'nin out of the arena at the 22nd Tenkaichi-Budokai.

Tenshinhan's arc as a Tsuru Sennin-ryu student concluded with him disobeying Tsuru Sennin and renouncing his allegiance during his battle with Goku, topped off by him outright saying after the match he and Chaozu were no longer part of the crane school. His match against Taopaipai did nothing new and just reiterated that.

But they still didn't get the memo. Anime also implies that Tao was the one (or the other) who directly trained Tenshinhan, so telling the one who actually trained you might be different. Tao was a big part of his past. If Tao was dead and Tenshinhan couldn't tell him to go fack himself, there'd always be this thought that he still hasn't completely left behind the past.

And even if not, a 2-in-1 deal with Tsuru-sen'nin & Tao probably sounds good.

Doesn't really matter when they play absolutely no role after this arc and it's more important for Tenshinhan's arc that he be aware of his decision than anyone else. :mikey

Even if that were the case, it's apparent Tsuru Sennin still trained Ten and Chaozu for at least 3 years afterwards.

It's not just Ten's arc that makes Taopaipai's return unnecessary, but the logistics behind it. The panel with the explosion gives no indication even a corpse was left from the grenade, which makes him somehow crawling away back to where someone could rebuild him far less feasible than something such as say, Mecha Freeza. It also creates a problem in that Tsuru Sennin implied they still kept in close contact with him saying "no wonder I hadn't heard from him" when hearing Goku killed Tao, so unless this operation took over 3 years and Taopaipai was able to have his brain preserved for that long, there's no reason he wouldn't have got in touch with Tsuru Sennin and team up with him by the time of the 22nd TB.

Simply put, you need to fully think things through when adding such a plot twist to your story.

Taopaipai's return would've been 100x better if we even saw Tao's charred up corpse after that grenade blew up on him so he at least had something to revive from.

I'd still say even the Cell and Boo arcs were >>> Sasuke Retrieval, or any arc in Part II Naruto for that matter. Pretty much the only arc in Part II Naruto to not have a mountain load of emo faggotry or retarded writing was the Gaara Rescue arc, and even that arc just ended in the rescue ending up a failure until some old lady brought Gaara back (when he was of no use to the villains anymore).
