Tenshinhan's arc as a Tsuru Sennin-ryu student concluded with him disobeying Tsuru Sennin and renouncing his allegiance during his battle with Goku, topped off by him outright saying after the match he and Chaozu were no longer part of the crane school. Even if that were the case, it's apparent Tsuru Sennin still trained Ten and Chaozu for at least 3 years afterwards.Anime also implies that Tao was the one (or the other) who directly trained Tenshinhan, so telling the one who actually trained you might be different. Tao was a big part of his past. If Tao was dead and Tenshinhan couldn't tell him to go fack himself, there'd always be this thought that he still hasn't completely left behind the past.
And even if not, a 2-in-1 deal with Tsuru-sen'nin & Tao probably sounds good.
