He's comparable to Carrot who is a lot stronger than pre skip Luffy. The bounties make it weird though

I don't even know if there's a Prime Moriah. Pedro is a Mink Guardian, that is, stronger than that buffalo Mink who would hold Luffy's headbutt (forgot the attack name). In the anime Luffy even used haki. That's post time skip Luffy, who could destroy a Pacifista with one Jet Pistol, the same Pacifista who could kill Moriah.

Pedro > Mink Buffalo >= Pacifista > Moriah
