Strong enough that he's capable of manipulating Ki, yet weak enough that he was crushed to death under Piccolo Daimao. Piano did seem shocked that there were any humans capable of defeating Daimao's demon clan, so he's at the very least above an average superhuman.

But Piano was only an advisor, he never made him with the thought of him fighting anyone.

Why would he waste energy on making someone as strong as Tambourine or Cymbal, if he isn't going to even fight?

True, though his statement did imply that despite his position, he should be naturally superior to humans. At the very least, he should be above those of the normal human tier.
