There's a good chance Piccolo lost his ability to keep up with the Saiyans after merging with Kami. He was no match for Kaioshin, who in turn was no match for Dabura, who in turn was slightly weaker than a rusty Super Saiyan Gohan. However, he should have increased enough to gain an edge over Semi-Perfect Cell.

Piccolo stomps. He is around 50% MSSJ Goku's level even in the cell games IMO.
