There were hints in the movie that Piccolo and others were just holding back in order to prevent themselves from killing others.
I know it's bullcrap, but it makes a little bit of sense.
Plus, I'm sure that Shisami had been training.

Regardless of how bad Toriyama's memory got, I'm sure he'd at least be capable of remembering that Piccolo fought #17. Piccolo finger flicks here.
