Piccolo Daimao said using his full-power shortens his life-span, how come it doesn't do it to Piccolo Jr? Can it be trained?

Also how come if Piccolo Daimao had it, Kami didn't have that?

Piccolo Daimao was actually predicting his approaching death, hence the short lifespan comment. Kami and Piccolo Jr dont have this issue, since they die so much later
