I think it should be Tullece. For sure. Piccolo was strong, but not strong enough stand any kind of decent chance against 1st form Freeza and apparently may still lose even if he reunited with Kami.

I consider him weaker than Krillin at that same era, who Gohan (along with himself and Vegeta) considered capable of effectively resisting that same Freeza.

Tullece is significantly higher than 300,000, and Piccolo should not be any higher than 55% first form Freeza, and that's pushing it IMO.

I actually consider post-fruit Turles on par with first form Freeza, so Piccolo's getting stomped here. He is 270,000 at absolute most in my opinion.

I have Piccolo at 300,000 and Turles at 500,000. So Turles would win with ease.
