I think Shisami was as strong as Piccolo because he trained with Freeza.

That's how I see it. Gohan had to become a Super Saiyan to beat him.

He's stronger and shouldn't have a hard time with the weakling. That's not AT's style, he wanted the good guys not to one shot the enemy while the villains always one shot.

After reading FNF Manga (Piccolo struggling with soldiers, Gohan needing SSJ and Roshi, who's King Piccolo's
prison bitch, fighting beings way over that), i'm done with AT's post Buu Saga work.

All I can say is Sashimi must be way higher than we were led to believe. He's compared to Zarbon I believe in the movie. But until I see it I can't say for sure. He has to be over Semi Cell teir for me to even begin to understand it otherwise.

Gohan still transformed into a Super-Saiyan to one-shot him. I also heard only Krillin and Master Roshi were visibly tired, by fighting them. I'm not sure about that, though.
