We have no real baseline for how the boost from Namekian fusion tends to work, so this boost for Piccolo would be quite assumption-based. Assuming the multiplier acts something akin to what Nail provided to him, then he might be able to match Hakaishin Toppo, but that's still a slim possibility when considering the power bloats that occurred in the later parts of the ToP. Toppo also has Hakai, so if this is a no holds barred match, that would put Piccolo at a fair disadvantage.

Assuming the gap between them isn't overly large, then definitely, but that's assuming Piccolo can get a solid hit. He has shown the ability to use it far better than in Z through methods that mitigate the long charge time by not needing to stand around, but Toppo is likely far more experienced than Frost and is also able to sense Ki, so the same tactics may not be effective against him.
