Piccolo's comment about Cell ain't neccesarily refering of his 2nd form

Piccolo by first sentence seems of Cell's current power, but when he said "no one can beat him" could refer of his potential growth, he had experienced defeat against 1st form and now he got stronger again, on top, he knows what's needed for him reaching his full potential.

This's statement could simply refer about potential perfect form Cell. Otherwise wouldn't make sense for him possibly entering ROSAT if 2nd form Cell's already unreachable and he had sensed powers fairly superior than him.

What'd you think of this possibility?

I think Piccolo's just referring to his second form at that point. Before giving the Rosat a try, Goku wasn't even sure if "surpassing" the SSJ was possible and even said he'd give up if after a year he can't beat the androids and Cell. Piccolo isn't factoring in his own potential growth that he doesn't even know yet.
