Judging how strong Paikuhan was meant to be is difficult. Galu talks about him defeating Cell in general to Kaio, suggesting it's something he's capable of regardless of circumstances, yet SSJ Galu can put up a fight against him and isn't said to have surpassed SS2 Gohan until he went SS2. It could just be that anime SPC is far weaker than his manga self though, considering Gohan's fatigued self could still draw out enough power to clash evenly with him at a few points in the beam struggle. At the very least, Paikuhan's Burning Shoot technique should be enough to oneshot either Bojack.

If anything Anime Cell is stronger than his manga self because Dende states Gohan would probably not be able to beat SPC and that he never sensed such huge ki before. The anime seems to go by the route that Gohan can get stronger as a SSjin 2 by rage.

Gohan's standing Ki wouldn't give Dende much indication of his true power though, considering Cell was initially confident in beating him prior to his Zenkai and it's made apparent standing Ki in general is far from what someone's battle Ki is (eg. Tenshinhan's comments on SSJ Goku's standing Ki). This would only confirm that SPC's Kamehameha (an amplified attack) was stronger than the casual Kamehameha Gohan had used prior, something that's pretty obvious regardless of the continuity.

According to the anime: Enraged SSjin 2 Kid Gohan > SPC > SSjin 2 Kid Goha. That's backed up in the Boo Saga too when Gohan was fighting Dabura and tried to prevent Boo's revival
