That's about right, if you take that over one shotting Cell. That's more of a throwaway scene, whike the fight with Goku was more consistent.

Considering he defeated Super Perfect Cell in a sinhle hit, yes.

I think you can always come up with a wonky explenation for shit that happens in HFIL. Especially when he's back to fighting Base Goku in M12 (the one with Hitler)
