Most of the Pirate Robot's feats are just attributed by his abnormal body structure like Buyon than actual power.

Nothing in that fight suggested that Goku had powered up to Krillen, so I think Goku should be holding back a little there.
General Blue seems to be more on 21st Budokai Goku's level, and Goku being able to easily handle him is what makes Krillen realize how strong Goku is now.
So I go with something like this....
Goku ( True Power ) >> Goku 21st Budokai, ( Goku vs PR ) ~ General Blue > Pirate Robot > Krillen
The biggest issue in all of this is how big of a gap does General Blue have on Krillen? How much of a gap does Goku have on General Blue? They seem to be around the same and the gap seems quite massive. How massive? I'm not sure.
But I get the feeling General Blue > Krillen, may be bigger than we expect. This needs discussion.

The afterimage is part of Krillin's power which means that at that moment in time Krillin was too fast for Blue to react to in time. Otherwise, Blue would have noticed the image before Krillin could move.
