There were a number of reasons I would avoid evolving certain pokemon. Either because I preferred the unevolved design, I was more attached to the version I had, or because someone in the anime had that particular stage.

An example of this for me was Evee. I often used the basic version, because Gary had a badass Evee and I wanted to do the same. Didn't always work out though :cage2

Another was Haunter, because I liked the look better than Gengar.

I have only played Gen1. I always let my pokemon evolve when the time came. I used stones after they'd learnt all their moves. The only
pokemon i didn't evolve were the ones that needed trading, because i couldn't do it on my own and i had no one to trade with.

The advantage gained is improved stats. The evolved form of a Pokemon has better stats than its earlier forms. However, when you evolve your Pokemon their stats are recalculated from level 1. So your fully evolved Pokemon will have the same stats at level 100 regardless of which level you evolve it at.

There are two disadvantages to evolving a Pokemon though. The first one is pretty minor, and is that a Pokemon takes longer to learn moves in an evolved form (as you noted in your question). The other disadvantage is fairly significant though, and only applies to Pokemon which evolve with an evolution stone. The majority of Pokemon which evolve using a stone won't learn any moves when evolved, so you don't want to evolve those Pokemon until they've learned all their possible moves. Evolving them earlier will really, really limit their usefulness just letting you know. lol

Growlithe until like level 50. I don't think I ever left a Pokemon unevolved.

It took me years to finally evolve my Grovyle into Sceptile because of how boss Ash's Grovyle was before seeing he was still boss a Sceptile (That I like the overall design of Grovyle more).

Poliwhirl. Ma main dawg. Fuck Poliwrath and its fighting type weaknesses.

edit: Also in the same team I may have not evolved Gloom. Definitely at least waited a long time if I did eventually evolve it to Vileplume.

Pretty sure I also left Charmelon as itself for a while in gen 1, because Charizard wasn't cool or cute to me
