Popeye's best feats place him at Large Star Level with Relativistic+ speed. Assuming we treat the speed of Piccolo's Moon Bust as an outlier, he's fine until GT, otherwise he'd get outspead around the Freeza Arc. If equalising speed for the sake of simplicity, it depends whether or not you take SPC's statement at face value of not. If so, he'd at best beat FP Perfect Cell, before losing to anyone relevant to SPC. If treating it as hyperbole, he'd get up to Boo then lose purely due to not being able to counter his regeneration.
