I've asked this question in another thread (the one where you ask questions to CC), but I would like to have all of your opinions about the question. In my opinion...

Piccolo: See how Saonel and Pirina were by fusing with their entire race ? Imagine if Piccolo did the same. Now remember that he can also use Mafuba...

Freeza (Super): God-Tier in 4 months of training (which involves either beating up Tagoma, or doing some push-ups, depending on the version) and can become much stronger than that. No wonder that nobody wanted him back: with 1 year of additional training, he would have ordered Beerus around.

Cell: has Freeza's cells (thus potential) and his durability, can regenerate from a single cell and combine with Zenkai, can spawn cell juniors half as powerful as he is without using up any ki, and a large array of techniques.

Boo (Super): goes from SSJ2-tier to Current base Saiyan-tier in less than 3 hours, and his great powerset include broken abilities: a more ridiculous regeneration than Cell, a ranged absorption, candy beam, a mimicry advanced enough to copy Kai Kai, a healing naking him as valuable as an infinite amount of senzu beans...is there any wonder that Goku want to fight Oob with this kind of potential ?

Baby: an ability that can turn his opponents into his slaves by entering their bodies through an "injury" as small as a paper cut, even leaving mind controlling eggs long after he has left their bodies, and make them far stronger than before (Vegeta has gone from fodder to beating the tar out of GT SSJ3 Goku) ? Broken.

Super 17: undectable energy, energy absorption, infinite stamina, energy barrier...if his potential is anywhere near as broken as 17 (Super)...or if Hell Fighter 17 were to fuse with 17 from Super, that would be quite ridiculous.

Goku (End of GT): according to an interview, he has an aura that doesn't let any attack near him. Demonstrated by Omega Shenron (SSJ4-tier+) by being unable to damage his base form with his ki blasts. Assuming this interview isn't merely hyperbole and doesn't have any limit, this is basically complete invulnerability, the ability to never be defeated, no matter what his opponent do, no matter how powerful his opponent is. How do you stop that ? In addition, EoGT Goku is quite powerful too...without Godly Ki. Now if he were to take the SSJG ritual or Ultra Instinct like his Super or Xeno counterparts did...

Hit (Anime): can skip time, store said time to hide in another dimension, disperse his presence to confuse his opponents, launch invisible/intangible ki blasts that will always go in his opponent's direction no matter where he sends them, power-up in the middle of the fight, lock his opponent in time itself...is it surprising that the only character who defeated him had a massive power advantage over him ?

Gohan (Super): SSJB-tier without SSJG ritual by training in less than 5 hours after getting back his Ultimate state. With SSJG ritual ? He could likely kick Jiren's ass.

Trunks (Super): Same as Gohan, except that he has a form stronger than a Super Saiyan Blue through rage boost. He also has Mafuba and his version of the Genki Dama ignores all the rules of the attack, using it as a SSJ without even knowing how to use this technique and without his donors' consent, and 20 earthlings' energies were strong enough to make an attack stronger than Vegetto's Final Kamehameha.

#21: her good side has powered up enough to hold her own against her evil side (who has absorbed Cell and many clones) in the span of one day by stomping weak clones, has more potential than Cell, can absorb people through candy beam, has a regeneration just as potent as Boo's, can steal people's techniques via connoisseur cut or mimicry (which she used to copy Shunkan Ido).
