Powers redcon in DBZ?

I've been thinking about the following, the powers of many DB characters were redcon in BoZ, magically increasing their power tremendously.

 For example Piccolo in TB23 being completely exhausted and completely wounded was able to easily beat Kamisama. Then Goku and Piccolo trained very hard for 5 years. Both went from being destroyers of Island to being destroyers of tiny planets, that is they became around 1,600,000,000 times stronger, however, the gap between Goku and Piccolo in BoZ over Humans did not seem so gigantic (in single 2 months of training at least Tenshinhan and Krillin surpassed the power of Goku and Piccolo BoZ).

 What I think is that maybe the relatively relevant characters of BoZ were >>>>>>>>>>>>> Goku (TB23). Maybe Kamisama, Mr. Popo and the Humans also increased their powers thanks to this redcon. I do not follow scouter numbers very much, but I do not think Goku (BoZ) is 1,000,000,000 times stronger than Chaoz (BoZ).

I wouldn't argue it's a power retcon. It's simply Dragon Ball not understanding, or caring about the real scale these leaps would actually be in power. I'm glad too.

I mean, 21st Roshi blew up the moon. I don't put much stock in "Island level" or "planet level", destruction feats in DB aren't consistent at all.

Majin Vegeta's self-destruction crater was the same size as the crater left over from Gohan and Cell's beam clash. The Big Bang Attack Vegeta used on #19 didn't crack the planet in half on contact.

I'd say destruction feats have been getting less impressive over time.

When Frieza being surprised that someone is stronger than Captain Ginyu despite fighting the likes of Piccolo and Vegeta earlier.

That of Buff Roshi Kamehameha destroying the Moon is atypical.
