So lets examine the possibility that Gohan would win.
Dai Kaioshin could actually survive plenty of Moro's attacks, and with his own power was enough save himself from several attacks. South Kaioshin is stated to be the strongest Kaioshin:
Though this might be countered by the new statement which states that Dai Kaioshin gave up most of his Godly power, there stands no reason as to why he wouldn't regain that power after resting. This is kind of similar to the Mafuuba where the user seals an opponent in exchange for their lives or some of their power:
Except Dai Kaioshin's move is arguably not related to the user's strength. This might be retconned later but again, this is a possibility. Remember that Merus said that he wanted to extract Dai Kaioshin again from Buu in order to use that move again despite Dai Kaioshin losing alot of his power during that moment, which means that it's not related to his strength since otherwise it wouldn't have worked again.
Dai Kaioshin is seen stopping one of his attacks. Gohan was able to pull the z sword prior the ritual, yet South Kaioshin failed to remove the sword despite surviving the battle against Moro.
This indicates that Gohan would be superior to Moro since Moro, despite being way more powerful than the Kaioshins, is shown to have been stopped by Dai Kaioshin and Kaioshins were able to survive the attacks of Moro, yet the difference between Ultimate Gohan and the Gohan who removed the Z sword is arguably greater.
