How strong were they?

Considering Roshi bothered to mention that "even young" they couldn't do anything, they should at bare minimum be stronger than 22nd TB Roshi. Most likely also above 22nd TB Goku, seeing as how Roshi also used this to display how the group had absolutely no chance against Piccolo Daimao.

What do you think about this? I'm not sure why this would be unbelievable when Piccolo has fought Mutaito, Roshi and Tsuru together.

Two possibilities:

1. Goku got a significant Zenkai after being beaten by Tambourine.
2. Daimao underestimated what fighters would be capable of in this era, considering he initially believed it impossible any of them could lose to Tambourine and didn't find them worth much if the apparent 2nd strongest could be easily beaten by his son.

Goku: “I’ve eaten and have a full stomach. I’m a lii—iitle different than I was yesterday!”

I feel like Goku would have been aware if he gained power. His focus seemed to be on the fact that he had eaten now and had his power restored. He got to test his strength against Yajirobe as well and never claimed that his own power had increased.

If Goku were to get stronger, it would be similar to his post 21st gains. Probably even smaller since Roshi pushed him to the limits even more than Tenshinhan did.

Anyway, I’m with CC here, partially. The combo Mutaito/Roshi/Tsuru/Other students oughta be >> Z Fighters, but I’m not sure about them individually.

Sounds like Goku > Mutaito > Roshi > Budokai Goku is a thing.

Not necessarily. The "about as far" leaves room for interpretation.

Yeah, you can just say Goku was in Mutaito’s league, with either of them possibly being above the other marginally.

I still think Goku should be stronger by virtue of his Budokai fight, but nothing considerable.
