Although the 'strongest in the universe' claim is pretty dubious, I highly doubt someone like Freeza would pass under Babidi's radar, so it is possible that Freeza simply wasn't strong enough. For that reason I'll give it to Pui Pui.

He didn't age at all in over 2 decades, so he could be centuries old for all we know.

Origin of Freeza’s clan? (roughly Age 550~Age 650?)

He’s first mentioned in the Daizenshuu 7 timeline in 731, but already seems to have established his land shark business by then, and he looks the same when destroying Planet Vegeta in 737 as he does during the Namek arc in 762, though this is probably due to character design laziness more than anything (and his species might age in ways unnoticeable to us). Freeza’s interest in eternal life could suggest he’s getting on in years. I’m arbitrarily assuming Freeza’s race has an average lifespan not too different from Earthlings, placing the birth of Freeza’s grandfather roughly 100~200 years before Age 731. The explanation of how Freeza started up is from SEG: Character Volume. Chilled is from Episode of Bardock. If we assume Freeza’s race can live hundreds of years, it’s possible Chilled himself is Freeza’s grandfather and the original mutant.]

If we consider the Chilled special half-canon, then the Frost Demon Clan is probably thousands of years old.

I remember that i scaled Freeza's age to be somewhere around 80-100 using official stuff, but i can't remember where right now.

I always thought Freeza couldn't be that old for his race, considering that his father shows no signs of being way out of his prime due to age despite being obviously much older than him. He also uses pretty childish quirks of speech such as using "boku" when he enters his true form and calls his father "papa," which leads me to think he might not even be an adult for his race at all. His search for immortality doesn't mean much in regards to him being old (since even his father isn't suggested to be that old), especially when Vegeta who's much younger than Freeza and at the prime of his age sought immortality as well.

Babidi said they invade the planet Earth 300 years ago which mean before Freeza was born? Which also mean that there wasn't much stronger fighters at that time except the Saiyajins who are weak as hell.

What I meant was, Babidi didn't have a chance to recruit Freeza because he was already on Earth before Freeza was born.

Freeza wins, Vegeta barley used his strength in that fight, much less powered up to full and if you think he was at full power in base from the get go... no....

I have base Saiyajins in the Buu arc a little over initial SSJ strength, and Vegeta was definitely not near that against PuiPui.
