I am...actually going to say Chaozu due to telekinesis. Chaozu was surprised that it had no effect on Nappa so it must have been pretty haxed.

I feel like chaozu would loose without the self destruct shit causing a draw but cant say for sure

Chiaotzu blows himself up and still loses.

Chaozu has shown the ability to paralyze way stronger opponents even at the 22nd Budokai, so I don't think paralyzing Raditz will be too hard. I doubt Chaozu will be able to launch a strong enough attack to actually defeat him though, unless he self-destructs, which would end in a draw. Overall, Raditz likely wins once Chaozu runs out of energy to paralyze him with.

The gap between Chiaotzu and Raditz is much longer than Chiaotzu and Goku in the 22nd tournament imo. It's rather unimpressive if he's not near the level of the person he's fighting. True he used it on Goku, but he wasn't fighting Goku. He got owned by Tao, while we didn't see the fight it goes to show that Chiaotzu probably needs to be near level to stand a chance. Raditz is too much stronger. Chiaotzu is toast.

It could go either way. Raditz is noticeably stronger, but Chaozu has all sorts of tricks up on his sleeve.

Chaozu was probably pretty shaken up at seeing Tao for the first time in 6+ years when he had thought he was dead, so I think Tao used that opportunity to blitz Chaozu before he could use his telekinesis. Against an opponent he knows is much stronger than him, Chaozu would likely immediately go for telekinesis as was seen against Nappa. Additionally, you could argue that Chaozu's shock at his telekinesis not working on an opponent he knew was stronger than Raditz means that Raditz would be frozen by it.

I still think Raditz eventually wins, but you've gotta give at least some credit to Chaozu's telekinesis.

I see no reason to go against the Daiz reading for Chaozu, nor believe his telekinesis can overcome a 2x gap, so Raditz stomps unless Chaozu chooses to tie with a self-destruct.
