scenario 1 - kami (powered-up like piccolo jr. from piccolo-daimao saga to 23rd tenkaichi-budokai i think)

scenario 2 - young kami (same power-up like old piccolo-daimao back to his youth & then the power-up from there to 23rd tenkaichi-budokai)

Kami gets stomped in either scenario, the difference between City level Daimao and (at best) Island level Kami is far less than that between Piccolo's Small Country level 23rd TB self and his BoZ Moon/Small Planet level self to the point Kami would be lucky to reach 23rd TB Piccolo's level in Scenario 1. Scenario 2 probably wouldn't help much more when Piccolo specifically commented on Kami neglecting his training rather than having severely weakened through age, meaning degradation through age wasn't much of a factor in his inferiority to Piccolo.
