If people are allowed to think that Goku was referring to Super Saiyan 3 Vegito when he said that not even with fusion they would stand a chance against Beerus, then i'm allowed to think that Super Baby Vegeta 1 > Super Saiyan 3 Vegito as well.

With that said, he would get to SSJ4 Goku and would get horribly stomped.

The highest degree of power that Goku felt up until that point was Super Vegetto, not Super Saiyan 3 because he did not feel that degree of power.

Goku's statement referenced fusion as a whole, so he took both Gogeta and Vegetto into consideration, if he's acknowledging that both of them are inferior -regardless of the type of fusion, than he's also referencing all the transformations as inferior.
