Since we have one for each of the other main arcs of Z, it's about time to do one for the Boo Arc.
My ranking:
#1 - Videl VS Spopovich - Lord :bitch made her his Spopobitch :bitch :bitch :bitch
In all seriousness, this fight actually does a good job with the tension of Videl's life being at stake, has good choreography with how it focuses more on hand to hand combat than other fights of the arc and doing so in the context of the normally low-stakes Budokai whilst the rest of the cast have no choice but to watch whilst adding the mystery of how Spopovich has such abilities makes it fantastic compared to the other fights of the arc.
#2 - Goku, Vegeta and Boo VS Pure Boo - Whilst being too much of a contrived way to make Goku the hero again and having a massive amount of plot armouring for Vegeta, it was good to see several fighters actually do a team effort against the arc's final villain for the first time since the Saiyan Arc, or the Freeza fight at the very latest.
#3 - Gotenks VS Evil Boo - Overall, it did nothing to advance the plot, but it had fun choreography and balanced both the comedic and tense aspects of the arc fairly well.
#4 - Gohan VS Dabura - Doesn't really advance the plot too much, but seeing Gohan counter Dabura's magical abilities offered far more than the typical punch-ups and Ki spamming the rest of the arc primarily consists of.
#5 - Goku VS Fat Boo - Doesn't really add much beyond a contrived power up, but it was a nice change of pace to see a character actively choose to stall the main threat and do so with far greater choreography than Nail VS Freeza.
#6 - Gohan VS Evil Boo - A typical stomp match that only goes from one character stomping to the other once Boo absorbs Gotenks, but had cool choreography and one-liners.
#7 - Fat Boo VS Gohan, Dabura, Shin and Vegeta - Typical stomp that doesn't advance the plot and Vegeta's sacrifice was hollow when it didn't develop Vegeta well after he'd gone through a major character regression and didn't even kill or permanently change Boo. At least it did a good job at establishing the threat that was Boo though.
#8 - Goku VS Yakon - Had absolutely no tension, but was good to see Goku relying more on his skill as a martial artist and Ki user for the first time since the Ginyu battle, aside from the climax being a boring case of overloading a foe with raw power.
#9 - Goku VS Majin Vegeta - Not only was the reason for this rematch a bad case of character regression, but manga-wise the fight was so quick it can barely count as one.
#10 - Gohan VS Goten/Vegeta VS Trunks - Just training, but does a good job at establishing their character.
#11 - Vegeta VS Pui Pui - Typical stomp with zero tension, but it at least made Vegeta look cool.
#12 - Vegetto VS Gohan Boo - Typical stomp match that makes a Boo who has absorbed Piccolo and Gohan uncharacteristically dumb when it comes to battle.
#13 - Budokai Battle Royale - The definition of manga filler.
Note: Didn't include Kuririn VS Pintar, Vegeta VS Knock and Goku VS Oob as the former two were just oneshots whilst the latter was so short and inconclusive as to even really count.
