Gohan and Future Trunks should be higher. At least over the Kids.

I think Chi-Chi should be close to Roshi. Master Roshi said that her fighting style was very similar to his.

In terms of hand-to-hand combat skills yeah, but Roshi has hundreds of years of experience and huge plethora of techniques while Chi-Chi never did much. It wouldn't feel right to have her that high.
